After consultation with the Captain Superintendent of Police, I would explain in reply to your Despatch, that even if Mr. Badeley had not been allowed leave on this occasion, the difficulty would have arisen on his next application, as there are only 710 subordinate officers in the Police Force at present fit to take his place.
Further, Mr. Badeley having been resident in the Colony for 6 years, a change of climate is deemed essential for the sake of his health.
3. With regard to the second paragraph of your Despatch under acknowledgment, I shall not lose sight of the instructions contained therein.
